California residents, Got this from the Nor-Cal Shelby net. Looks like SB-42 (the bill that will change our existing smog laws to a 25-year window, and if passed allow all '72 and earlier cars to forgo smog inspections, with '73 and '74 cars exempted the following years) has made it through the Senate Appropriations committee. So it appears to be making good progress so far. Don't let up on your Senators until it is passed on the floor!! Mike ------------------------------------------------------ If you're like me you have been following the progress of Senator Kopps bill, SB 42 and have seen that CARB and the Dept of Finance are opposed to it. From what I saw yesterday this opposition was due to loss of REVENUE, not the environment. <<< This "loss of revenue" is from two sources, loss of the $6.00 cert. and, apparantly, the contractor who provides the auto-dial in service that forwards test results to big brother has a deal which must based on forecast numbers of vehicles, not actual dial-ins. So, if a class of vehicles gets out of the system, we (via the state) still have to pay this contractor for "handling" the would-have-been calls! How come I never get contracts like that with the state. By the way, here is the results of the 3/17 appropriations committee vote on the bill. Keep those cards and letters coming. ============= VOTES - ROLL CALL MEASURE: SB 42 AUTHOR: Kopp TOPIC: Air pollution: vehicles. DATE: 03/17/97 LOCATION: SEN. APPR. MOTION: Do pass. (AYES 8. NOES 1.)
