Sounds like the windows were dirty (if the windows were washed

in an area of hard water, scale can build up - wash them with a weak

solution of white vinegar then lots of fresh water) or it is heavily

scratched with fine scratches.  If the scratches dont catch your

fingernail, they can be removed by polishing.  I suggest you have a

glazer do that, as it can be tricky to do right.
