Asa Jay,

As a, ahem, liberal environmental fanatic (!!!), I can

say that this particular snafu is is not "our" doing.  Its

money and politics, pure and simple.  It has to do with the

resale of EPA-issued state smog-credits; each removed

from the road because of "environmental non-accreditation"

earns the State nearly $10,000 when it sells the smog-credit

to heavy industry.

No wacko environmentalists behind this one.
