I have been pulled over in Maryland when speeding (in the black RX7 I used to drive) and got a ticket for the missing front plate instead of a ticket for speeding. Sure the plate ticket was just as expensive on the surface of things, but we all know that the real difference is how each ticket affects your insurance. The plate ticket has no effect; the speeding ticket... disaster. It's a gamble, but I'll take it every time. Also, as Dick mentioned, some states relax the front plate requirement with antique plates.
