Shane, This sounds a lot like a substance we use over here too! We don't use as much as a full gallon for a treatment, but the bottles it comes in are slightly larger than the 4.2305 oz you describe. We also put it in the owner of the car, not the car itself. This serves dual purposes. It improves the milage as the driver is not supposed to operate the car during the treatment and the looks and performance as the car is typically not present during the treatment and one has to rely on the owners description of the same. I'm pretty sure that this substance also contains Teflon (although I haven't seen it in printing) as a general slipperyness is often noticed for short a period of time immediately after the treatment. This effect decreases if you do these treatments often and thoroughly, though. I know that there's a well known Swedish brand in the American market that'll do all this for you. Let me know if you have trouble locating a source and I'll see what info I can get you from over here!
