The parallel brass strip will also affect the meter readings under normal, non-fluctuating conditions! This is more of a way to calibrate the meter to give accurate readings. On my car this would be necessary as turning on a couple of current drawing devices easily gets the needle to around -75 amps which is simply not the current consumption at the time. The meter is simply over sensitive and would benefit from a shunt. If it was showing low readings I'd have had to go into the meter to fix it I guess. A word of warning: never attempt to measure starter current consumption by using an Am-meter like this, intended for dash mounting. It will not withstand the current rush when the starter is engaged.
