Take this with a grain of salt because Washington emissions standards are probably looser than CA. My engine looks stock as a rock, so to speak. No fancy stuff hanging on the outside, but.... on the inside, it's all "Smogafornia Illegal", high performance camshaft/lifters, valve springs, roller rocker arms, I mean even the valve retainers are illegal (come on CARB, get a clue). The carb has been jetted up a bit, etc. The bottom line is it passes smog every time I go in with waaaaaay room to spare. So as long as your Pantera is stock, or at least appears stock with only internal modifications, I think you should be able to pass. For what it's worth.
