SB-42 goes into effect on 1 January '98, and exempts cars from '66 to '73 for FIVE years. Count with me now (here's where your fingers come in), '98, '99, '00, '01, '02 (you should have used ALL the fingers on your hand, if not, go back and do it again.) Okay. So then the law changes the next year to a 30-year rolling window. That's 2003. 2003 minus 30 equals 1973 (don't bother using your fingers, it will take too long, just trust me on this one); thus, cars 1973 and earlier will be exempt from smog checks. 1974 cars will fall off the next year. And to think, you used to design rockets for Lockheed! Lucky you weren't at the blackboard during the Apollo 13 crisis, or those guys would have ended up on Jupiter! :>) Mike (who is a self-proclaimed math imbecile, and honestly has to use his fingers for the above calculations himself!)
