Dear Senator Kopp, I've got a question regarding the implementation of SB-42, specifically relating to 1973 model automobiles. There is considerable confusion regarding how they will be treated when the 30-year rolling window is first instated. There are two ways to consider them: '73 model (no matter when built, June '72 or Dec. '73) will be: Jan. 1, 1974 considered 1 year old. Jan. 1, 1998 considered 25 years old. Jan. 1, 2003 considered 30 years old. (and thus exempt from smog checks) Jan. 1, 2004 considered 31 years old. Or, looked at another way: '73 model made to the previous years cutoff will be: Jan. 1, 1974 considered 0 years old. Jan. 1, 1998 considered 24 years old. Jan. 1, 2003 considered 2again) Jan. 1, 2004 considered 30 years old. Can you please clarify which of these two scenarios is correct? Thanks in advance. Mike Drew San Francisco, CA
