Subject: One last smog check???

Does anyone know how the California SB-42 end game will be played? specifically, if you have a check due between now and Jan 1, could you go on "non-operational" status until Jan 1, and then not have to do a check? Or are you still liable for the one you missed? Could save some money and heartache.
