Very simply, it is the left, right steering input to a wheel as the suspension moves up and down. It is caused by a difference in the effective length of the tie rod from the steering box (or rack) to the steering arm as the suspension moves up and down. What you feel, is the car steering left or right as you go over bumps with no steering input from you. If you jacked up your car, and took out the springs so you could easily move the wheel up and down, you would see it turn back and forth. Fun!
