All, The following note will put an end to all the SB42 rumors. SB42 addresses biannual inspections only, but the final word is: - as of 1/1/98, 1973 and earlier *model-year* cars will be exempted from biannual inspections. DMV is waiting on ruling for cars that either have or will be issued with registration renewal reminders that *require* smog inspection before the registration can be renewed. Ie, some folk who are due for registration renewal say February 1998 *may* be required to undergo smog testing one more time. This point will be clarified in the next few weeks. - as of 1/1/98, any 1973 and earlier *model-year* cars imported into California will not be required to be tested for smog - as of 1/1/98, 1973 and earlier *model-year* cars will not be smog tested when changing owners. - if ANY car fails the "drive-by" smog tests, then they are REQUIRED to be tested by the state referee, who WILL impose current smog limits on that car, regardless of its age.
