It's likely Ford simply started sticking them into the last of the '69s
as the 351C production line ramped up, rather than simply warehousing
the motors for the "official" 1970 model year. It takes many months to
shake down an assembly line for a completely new motor, so the
Clevelands probably trickled into the cars as they became available.
