Kirk,
I certainly think Richard's "single" fan installation is the way to
go. . . IF one 16" fan works in hot stop and go traffic it "may" be
enough. . .it may not on "your" car. I'd still want a second sucker
fan as back up. Considering all the variables here with engine, temp
and different fan/shroud specs proceed with caution.
If you were talking about DUAL fans earlier you won't be able to use
dual 16" fans but I think before you make a decision your gonna have
to compare the fans spec's/measurements of ALL the mfg's your
considering.

Black Magic 2800 cfm / 13.9 amp single sucker fan (16")
{(www.flex-a-lite.com/auto.htm)}. We haven't had any hot days in So.
Cal., but my digital thermometer based tests and a few calculations
suggest that my car will idle at 180 in 95-100 deg weather. The fan
cost ~$180, and the recore ~400 (including splitting my right tank in
two to eliminate any baffle problems.

speed has a big effect on temperature. At 800 rpm and 70 deg air temp,
the return temperature to the engine was measured at 114.4 deg. At
1200, it was 145.8!! The thermostat fully opens at about 157 deg at
800 rpm (don't know what it is at 1200). When you think about it, the
engine is dooing about 50% more work at 1200 rpm and will thus
generate roughly 50% more heat.
