Not hard to do. Illegal, but not hard.

I thought about that a long time back, but came to the conclusion that if
the call were disconnected, then all of the idiot's focus would turn to his
dead cell phone as he attempted to dial and dial and dial.
OTOH, if he was so distracted that he hit the median all by himself, then,
problem solved. I haven't figured out how to make this outcome especially
probable, though.
Me, I'm developing a pulsed infrared laser with a perpediculator on it,
to focus at the idiot's left rear tire and gradually blow it out. More
effective than a jammer, and useful in other traffic situations.
Now, if only I could develop some solution to the Distracted Driver in a
Minivan/Suburban/Explorer full of kids problem. I just love to see one of
those beasts veering in the lane ahead, watching the silhouette of the
driver as they repeatedly turn their head to the back seat to hollor at
or attempt to swat the kids. Usually they turn the wheel at the same
time, leading me to wonder if this looks enough like a drunk driver that
perhaps it might attact the attention of the local constabulary.
