This is usually an indication of real low vacuum either from a leak or mis-
adjusted timing.

As you already know, you're running super-rich. You won't blow an engine this
way, but its awful expensive to operate and will damage the motor in time. You
really need to take the car to a GOOD tune-up shop, preferably one with an
air-fuel meter and a chassis dyno, to thoroughly check out the system. Good
