If you're really sure its not flooding due to gas slopping out the bowl vents
& into the carb throats, you could try "stuffing blocks", available (from
Holley, I think). These are molded polyurethane foam that insert into the
enlarged float bowl area. They displace some fuel & change the jetting
required a little. You sometimes have to trim them with a jacknife to allow
