Dates, Fees and most the info that will answer most your questions are 
on the Silver State site:

Your comp licenses are needed if you plan to run the unlimited group.  It 
has the highest fee and most requirements.   For other classes this may 
help you by pass there qualification run on Thursday, also saving you 
$195.  It is a fun deal to do on the Vegas track but it's up to you whether 
you'd want to skip this.  

I've used the same upper seat belt bar and they had no problems with it, 
at least in qualifying for the 140 tech speed.  With out a cage or roll bar you 
should be able to pass 140 tech speed.  This allows you to run in the 125 
average group.  First timers are limited to 130, but I believe with the comp 
license you can run higher. 

I think that first timers will have to register 30 days in advance, since they 
plan on selling out they are reserving the extra spots for the late people that 
have run it before.   So for those that are going that have not yet register 
do so now!  You will also get a early discount. 

I checked my map program and it's 2500 miles!  Each way.
