Thanks to all who have helped. I used the timing procedure the Michael and
several others have described and I finally got the engine started and run
for the 20 minute cam break in.

I have built many engines. Used to do that as part of my business. I had a
really simple way of static timing an engine when I re-installed it in a
vehicle.
1. Bring #1 Cylinder to TDC on the compression stroke. This should be where
your timing mark is on your damper but unless you can be sure I would
suggest that you verify TDC for your self. The time it takes will be in the
long run a savings.
2. Pull the #1 Plug Wire off of the Spark Plug. Use a second Spark Plug (or
Pull #1 Plug) and connect the plug wire to it. Lay the Plug on the engine
block or Frame of vehicle to assure that it has a good ground.
3. Turn ignition on (where key would be if car were running).
4. Slowly rotate distributor while observing the spark plug until you
see/hear the spark jump the electrode. Repeat a couple times to be sure.
5. Snug distributor holding bolt.
Your timing is now static timed and close enough to fire the engine.
