I looked into this myself not so long ago.  I found
two parties interested in producing a Pantera model.
One is known for their 1/25th resin kits of Can-Am
and prototype racers.  I have a couple of these and
they are NICE.  So, what was the problem?  At the
time, the U.S. DeTomaso representatives wanted too
much money/percentages for the liscence to make the
project worthwhile.  Scott Black was with me for one
of these conversations and may be able to add
something.  Sorry to drag you into this Scott. 
Anyway...that is why there were no new Pantera models
at that time, as it was explained to me.  I asked
about
producing a run as "artwork" and getting around this
naming and copyright mess and was still looking at
around $20,000 if I remember correctly. I hope the
Mattel project comes thru.
