Mike, I must agree with your opinion. It seems silly to pay fully for an event that one might or might not be able to attend, non-refundable? That was one of my reasons for not joining the big DT event in Modena last September. I didn't really had my plans ready for what I would do 8-9 months ahead in January, when the payment was due.
I think your (POCA) way of planning is fine. Deadline for the hotel reservations 1 month before the event, but possibility to attend even on the day itself. Maybe at a higher cost, but anyway attend if I'm willing to.
Maybe somebody thinks that the longer time-span between the event and the payment due-time, the more exclusive event.....?;-)
Cheers,

Register and pay in full in December for a summer event, with NO refund if you have to cancel in January?...............hotel-imposed cutoff of 30 days prior for hotel room reservations, but you can register for the event right up to and on the day of the event itself; you can also cancel with a full refund right up to the eve of the event.
