Yes, it can be played over the Internet. 

I tested out NFS3 once on the net and the speed was 
too slow to play.  We could give it another try, something 
may not have been working too well that night.

We play here from time to time with 8 systems at my 
house on my local network.  We usually start out racing 
around a bit, then some of the drivers that just are not 
in control start driving backwards on the track.  Soon 
after that we are blowing each others heads off in some 
sort of shoot'em up!
