Almost all P cars have a leak where the interface between the block and the T stat housing.
Use a gasket on the block.  Put RTV on the housing and let it set up till it's not tacky. Make sure that it covers the bottom evenly.
Bolt it down evenly and tight. That should cure this leak.

P car tanks have an Italian neck that is slightly longer than an American neck and cap assembly. Go to a local radiator shop and have them replace the neck in the tank with an American neck this will cure this problem.

After an absence of many months I'm back.  I'm still trying to fix all of my 
cooling system leaks.  The system doesn't leak until it builds pressure.  
Then it leaks from a number of places.  A lot of them are at the joints 
between the metal pipes and the rubber hoses.  These should be easy enough 
to fix, I'll just add another hose clamp at each joint.  That should fix 
'em.  The two other leaks are a small weep at the interface between the 
block and the thermostat housing.  I've even sealed it with rtv, it didn't 
help.  The other place is at the tank that the radiator cap fits into. The 
cap doesn't appear to fit very well.  It is as if the neck is longer than 
the cap is tall.  Steam pores out of it around the cap.  The sealing surface 
looks fine.  I took it out and weld some holes closed under the assumption 
that the steam was from them, but even with them it still steams.  Anyone 
know if there is aspecial cap or away to make the cap to seal better.  The 
cap is a new one.  I went over the tech requirements for las vegas and I 
have a long way to go before I'm ready for running there.  Guess I won't be 
there this year.  Hopefully next year.
