The F351-4V was designed by Edelbrock with the aforementioned port mismatch. It is designed to promote port velocity for increased low end torque for normal street driving (as eluded to by the illustrious Jack DeRyke). But I do disagree on his statement that the engine would be limited to 5200rpm. When I used the F351-4V on my otherwise stock engined 74 Pantera, it would rev to 5900rpm (at least until the valve springs started to go).
I also don't think it is the same port size as on a true 2V manifold, I think it is somewhere in between the two extremes.
I still have the F351-4V, and while it still revs up to 6000rpm, I'm not exactly happy with the performance. I think the port plates that I installed during the last rebuild are not working right with this manifold. I am currently considering removing the intake port plates (leaving the exhaust port plates).

OK help please. Just pulled the edelbrock "F351-4V" manifold off to polish
it. But the port size difference between the two jumped out and bit me. Got
out the vernier caliper and measured the two. The heads are big 2.5" x 1.75"
and the manifold measured in at 2.15" x 1.38" I always was taught to port
match the two. I am assuming that edelbrock may have left some material on
to match with hence the funny numbers. But when I looked up in the edelbrock
catalog they don't list manifolds for the different size port selection of
the different Cleveland heads? If it wasn't Saturday I would call them to
find out. Anyone have this dilemma before? Help looks like IM going to have
to break open the wallet again.
