If you want to pass your emissions tests.  It captures vapors as they vent
the tank.  Then when the engine runs the vaccume sucks fresh air through it
to burn the vapors in the engine.  It does no harm to the car to remove it,
but will harm the environment with the hydrocarbon emissions of evaporating
gas.
