I saw what I think you're refering to on Gary Halls Purple Passion in
Vegas,but I can't say whether it works.It just looked like extra flow
thru venting cut out around the arm rest area.You have to ask them if it
works,but I don't think it's the best way.
After running to Vegas and back(3988mi)with temps hitting 95+ outside
and no A/C in my car,I had a little time to think about it.
What I can attest to is that for starters,if you install the shutoff
valves to prevent all coolant flow to the heater core,things cool down
quite a bit inside. In addition,with the fan blowing and no hot stuff
going to the core,it provides a somewhat refreshing cooler breeze and
helps circulate the interior air.This allows running with the windows up
at speed and helps aleviate that stagnant stuffy air feeling without
having to crack the windows(noisy). It ALMOST feels like a real fresh
air vent,which I believe it is since the fan draws air from outside
anyway doesn't it? 
Of course a good running A/C system is obviously helpful as well,good
luck on that too Robert.
