Whoops.  It's midnight and I goofed when captioning the photo I just posted 
to my FTP site.  The valve in question doesn't direct fresh air onto the 
driver's feet--that's a 1971-ism.

The valve instead selects the air source for the heater box.  It can either 
draw in (presumably cool) outside air, or it can seal off against the 
elements and instead draw (presumably warmer) air from the passenger footwell 
(recirculate.)

Sorry for any (further) confusion...
