I would be really interested in where you found stuff on cracking GM computers. I've never been able to find anything beyond "buy a new chip"

documented on the web,
and cheap end user tools are available for reprogramming, they seem like a
better way to go.

TFS does not make a 351C injection manifold. Many will modify a carb
intake, typically single plane, for
injectors and throttle body. Thomas Tornblom went an unusual route with
modifying a TFS 351 Windsor
intake for his Cleveland but he's using 2V heads. For 4V heads, another
approach would be to use a
tunnel ram lower (I picked up a like new Weiand tunnel ram for $125 at a
swap meet) and fabricate a
plenum upper. I believe Lance Nist does this and Dick Koch is using one on
his twin turbo Pantera.
Other options are to convert old mechanical injection IR units to EFI.
