Thanks to all who provided info and opinions on the (old) Jackson Fuel 
Management System.  Based on your input and some more research, I decided not 
to go for it.  Even at $750 (asking) for the kit with a new Jackson muffler, I 
thought the risks outweighed the advantages.

To summarize, even though lots of people had problems with it, lots of people 
liked the results.  The consensus seemed to be that much of the improvement in 
HP could be gained by using one of the newer intake systems (Jackson or HKS) 
and a free flow muffler; all for less $.  Plus you do it in a way that is a) 
emissions legal and b) doesn't mess with a piggyback electronics system.  What 
finally made up my mind was the fact that the kit has been discontinued by 
Jackson.  There's little or no support available if something goes wrong.
