I've always figured the timing bump was worth about 3 or 4 hp, and that seems to be the case. It is interesting that your car requires premium at 14 degrees. Mine runs fine on 87 octane at 14 degrees except under hard acceleration on summer days. 89 octane is enough to keep it under control. True that different Miatae respond differently to timing changes, but yours seems a bit extreme.
