I think the box on top is the HF unit.  The High Frequency unit will allow 
you to TIG.  You don't have to make a touch to strike an arc.  The high freq 
will make the arc as you get close to the work piece with your stick or TIG 
tip.
The HF unit is well worth any extra on a regular stick box.
