Zinc chromate has a distinctive light green color and is (or at least was) 
widely used in the aviation industry.  I seem to remember seeing/hearing that it 
is no longer used due to environmental concerns???  So I would find out what 
the plane guys are using now.

I don't think it's a good idea to just shoot conventional primer then paint, 
as the wheels need to be sealed to prevent corrosion.
