Jim,
This is normal, for the most part. One pad is making contact then the other
one is stopping. If you ever looked at drum shoes the leading one will have
a smaller friction pad on it then the trailing one. When you see a great
difference the caliper may not be sliding back and forth very well and need
some lub.
A good test to check if the piston is locking up it to feel the center hub
after a drive that you did not use the brakes much. They should be warm not
burning your hand hot.
