No, this is not a standard item AFAIK.

Perhaps parts of your speedo setup is from a European car? The angle drive has 
different ratios for mph and kph speedos, and perhaps you have a mismatched, or 
modified speedo, for your angle drive?

My cousin had a US angle drive and a kph speedo, and it was was showing about 
40% too high speed, the ratio is really off by 33%. I helped him order a new 
euro spec angle drive from the factory, and it is now OK.
