If you want to get up-close and personal with an SR-71, I recommend
Castle (now airport) near Merced (MER).  They have a nice one sitting
right out front where you can go up and touch it.  Its an old B-52
training base that has a  looooong runway.  Lots of other nice planes
too.

Yes it is open to the public.  In order to see it though, you have to go

to the PIMA air and space museum across the street.  The bus tour of the

bone yard is available there.  The PIMA museum had an SR-71 sitting out 
back in Oct, plus a couple of MiGs.  I didn't have time for the bus 
tour, though.
