At risk of exposing my radical side,  I don't think citizenship (and thus voting rights) should be given to anyone.  I think some form of service (military or civil) should be required.  I also would like some form of testing to show a minimum understanding of our history before anyone can vote.  It is obvious that this could be abused, but the current system doesn't work either, so I'd rather risk the abuse.  
   
  And raise the voting age to 30.
