Just a pint of clarification....... The 28 in-oz external balance on the
Cleveland was done to make the crank lighter.  By moving a large amount
of mass in the counter weight (weight) further out to the edge of the
flywheel (increasing the Arm), a smaller mass can balance the assembly.
Weight x arm = moment.

You can internally balance the crank by adding heavy metal to the
counterweights, but the crank will be significantly heavier.

If the engine has never been taken apart, you can assume it is
externally balanced and therefore requires the extra weight on the
flywheel.

Your engine is for sure externally balanced.
 
What does externally balanced mean? Because there are no crankshaft  
counterweights in the center if the Ford crankshaft, weights are added
external to 
the engine block to achieve engine balance.
 
The flywheel has a weight riveted on one side. The weight is not
actually 28 
oz. The magnitude of the weight and it's orientation relative  to the 
crankshaft create a 28 in-oz balance moment which combines with a
similar  weight in 
the harmonic damper to balance the engine.
 
The hole pattern in the flywheel has one very slightly offset hole
which 
allows the flywheel to be mounted in only one position on the
crankshaft.  This 
unique mounting location positions the external balance weights  and the

crankshaft counterweights such that the engine is properly  balanced.
 
Rebalancing the engine is not required when you change to a proper
flywheel.
 
IF your engine were internally balanced (this requires an  aftermarket 
crankshaft) you would drill out the rivets which hold the balance
weight to the 
flywheel and you would be good to go.
