Try removing your rust with electrolysis. I have been derusting a huge 
pile of suspension parts with good results and all it takes is a 20 
gallon plastic trash can, sodium carbonate and a small battery charger. 
Google "rust removal" and you will find quite a few sites that describe 
the process fully. Sodium carbonate is sold as Washing Soda by Arm & 
Hammer or it can be purchased at a swimming pool supply outlet as a ph 
adjuster. Garth suggests this process in his post. Heavily scaled rust 
is easily removed which may prove troublesome for something like Fast 
Etch. You can't beat the cost of materials.

After the rust is removed, a harmless black powdery coating remains that 
can be brushed off with a wire brush or a very quick pass with a siphon 
type sand blaster.
