Correct. In fact, all spoilers & wings do nothing at trolling speeds. Except
make you poorer when they break against a speedbump or something.

Maybe- or even a strip of 0.090"-0.120 aluminum since it shouldn't hang down
more than an inch or so, so ground contact should seldom occur. Problem with
rubber or plastics is, the forces involved can be very high on aerodynamic
devices and if they flex, they don't work. Then spring-back occurs, and you can't
