Thanks Jim, I had a few minutes to take a look at it today and it was really
simple. The handle does appear to be integral to the cable, but it has a
threaded grommet-like part that passes through a slot in the dash. That
part is keyed to only go in one way and the whole affair is held in from
behind the dash by a nut that threads onto the grommet-thing.
It turns out that the nut had backed off enough to let the grommet-thing pop
out of the slot in the dash, which allowed it to rotate. Simply reinserting
it and tightening the nut solved the problem. As you say just diving in
solved the problem in about 2 minutes.
