Stock springs? Any car rolls due to weight transfer -- the springs control
that movement, and the shocks damp the resulting motion of the springs. If
you have stiff springs on stock shocks, it can end up being underdamped, so
it takes a couple of cycles to damp out. Another alternative is a broken
shock or shock mount on one corner, which means reduced or no damping on
that corner...same result. You'd think they'd find something like that in
an inspection, but when I lived in states with vehicle inspections, I didn't
find them to be all that thorough.
