[Miata] water pump flange tube o-ring specs?

I'm not sure why you're dealing with that O-ring.

I don't remember needing to touch that piece when changing a WP.

Does someone by any chance have the specs for the o-ring where I 
could cross-reference an aftermarket one at my FLAPS? This is Mazda 
part #E30115287.

Also, is this something I shouldn't even bother changing on a 60K 
timing belt/water pump job?

Should the flange be bolted onto the pump first before attaching 
the pump to the block, or vice versa, or does it matter?
